APM Rendering Webtop

Hello all   Fairly new to APM and was wondering if anyone has come across this before.   When I hit the Direct VIP the page renders correctly When I hit the page using the WIP the header wher...

I understand there are different settings for mobile, my question is why is it rendering properly for the direct IP and not the WIP, same browser and iPad. Additionally when I refresh the "VIP page" the header shrinks. I would expect it would either work or not work on mobile safari just trying to design to a consistent UX.
