    I think I actually found my answer... I was in the advanced section which was making things very difficult for me. Rather than do this I found the easier way to customize the text and images (as that is all I wanted to do) by going to "quick start/basic", then choosing the policy, then choosing "general customization".

in the visual policy editor for your access policy you go to the "Logon Page" item, there you can customize these texts.
