Just wondering if somebody did some APM Portal Webtop advanced customizing?
E.g. a custom text on the Webtop page above the portal link icons?

NimbostratusFinally, figured it out. version 12.1.2
What we wanted is to have banner/notice text on the webtop right after the header. If header.inc is customized, then the customization will show up in all different windows like logout.
File to modify: /var/sam/www/php_include/webtop/renderer/webtop_full/full/common/webtop_common.inc
Catch: apply access policy to take effect.
tmsh modify apm profile access [policy name] generation-action increment
