APM Full Resource Assign Option

I can't seem to find the Full Resource Assign option in the APM VPE.

 

Looking at the documentation, it says: For the full resource assign action, click Add new entry, then click the Add/Delete link. For all other resource assign actions, click the Add/Delete link.

 

However, I still do not see it. I would like to switch "Links Sections and Webtop Assign" to "Full Resource Assign"

 

Also, If I am using RADIUS auth initially and then using the same creds to do AD Auth to query for a memberOf entry, do I need a Variable Assign entry? I believe I don't since it should pull the same "session.last.logon.password" variable.
