APM cookie persistence for a webtop

How can I get cookie persistence to work for a virtual server that assigns a webtop resource? I am doing IDP initiated SAML SSO with an iRule that redirects to the webtop URI for the cloud service. I notice that the moment I have the webtop assigned in the VPE then the APM will ignore the browser cookie and create a new session, how can I change this behavior?
