I'm hoping someone has already done this or if someone knows a way to achieve this. All my VPN users to obtain my BGinfo wallpaper. Also once they log off the VPN , I want to remove the wallpaper - anybody know a way? I am not sure how to do this especially given that I have an influx of different Windows OS ( windows xp -windows 7- windows 8) .

maybe an idea: you can launch a program when NA is launched/authenticated on the client. No such feature for log off, but if your program is a script that would launch BGinfo with proper parameters and then monitor the state of the NA ppp interface, you could know when the user is disconnected and kill BGinfo.
