Your observations on slow-start are expected, as the LTM adheres to the specifications for it in RFC3390 Click here

 

 

Regarding Bandwidth Delay, this setting enables the LTM to attempt calculating the optimal bandwidth per client based on the bandwidth delay product (Click here)
