F5 has provided a solution for this issue. To accomplish this, follow their directions:

 

 

"The easiest way to do this is to use the pre-configured 'Copy User Access Configuration' task from the Tasks menu. Once you have one unit set with the changes you want for users you can use it as a template and copy its users access info to and applicable device or device group.

 

 

This is availble under: EM->Tasks->New->User Access"
