I would like to know if i have an http monitor can i monitor a pool member with a new monitor associated to the http monitor events. Do i need to build a icontrol rule?

I'm not sure exactly what you are asking as you are mixing up a few technologies into your question.
iControl is a management API that allows you to remotely configure and query statistics about a devices configuration.
iRules is the internal scripting language that you write as part of the product configuration that sits in the packet path to allow content inspection and policy manipulation.
Now, back to your question. I'm not sure what you mean by "http monitor events". You can create a http monitor and monitor the pool members. Is that what you are asking?
