Could you elaborate a bit more? Your example could have multiple replies, not knowing how you have the BIGIP and network configured.
Can you ping 10.15.13.133? --Which is a VIP IP? Also, are you able to ping the pool members of the VIP from the BIGIP?

Yes. I can ping from LAN the Virtual server IP. It seems the AFM needs to be configured to allow access. AFM is enabled. The device is in firewall mode,so it acts like a default deny FW. You;ll have to create an AFM policy/rule set that will allow 443 on that address. Please share guide on AFM policy configuration.
