4.x to 9.x upgrade issue

Has anyone run into this yet. We use Keynote to monitor our home page and provide status on how long it takes to download. Before the upgrade from 4.10 to 9.2, the download time was averageing 1.5 seconds. After the upgrade, it jumped up to 2.5 seconds. What we see is when a keynote agent connects to our site, the 1st connect handshake is rejected, then the retry request is accepted. We've been working with enginner who did the upgrade, but he doens't have too much time for us, and we've made little progress.
